Factions gets you to level 20 the fastest; you will likely be level 20 or very close to it before you leave newbie island. Do NOT make a character in prophecies if you want survivor/fast track to level 20 because in order to leave pre-sear, you have to fight in a PvP battle that you cannot skip. Since it's PvP, there is a pretty good chance that you will die.

Factions will get you to level 20 fastest,Nightfall will get you there pretty fast as well.
As far as survivor title goes Nightfall is your best bet since you will be able to get heroes and set them up however you want, leave go to cantha for the high exp fed ex quests and such with your custom hench in tow for where ever else you wanna get some exp.

Best XP given would be Factions, but I find it a lot easier to get to lv20 in NF with 0 Death. I got both my paragon & necro that title.

What i find easier to do is start a nightfall char, and as as soon as you are around level 15, get to factions and have your henchies and heroes do the kaineng quests, it will make leveling faster.

Factions gets you to level 20 extremely fast. On average, I'm level 18 or so before I leave Shing Jea island. Although with so many enemies that explode on death, the only way you're realistically gonna get the survivor title there is if you never tank anything yourself and hide behind the rest of your party (especially true for mission 3, as if you can complete that without dying you're either incredibly lucky or incredibly skilled at the game)

If you are going to go for the title which I did with my assassin you must be very careful. But I did as I was suppose to get in kill get out and recharge. You can tank but you must know when things are turning bad and it???s your time to leave. I used an assassin/monk and always had healing breeze (AKA anti spike protection) going before and during my assault and a skill set of low energy attacks. I used Shadow refuge as a backup heal. Below are some hints I used

1. Do all 2nd class quests all of them
2. Do only the 1st ???treasure??? attribute quest
3. On Mission 2 watch out for the Necro Spikers at the bridge and the Ritualist ???Spirit Rift??? Boss (If you see a disco ball going up by you get out of the area immediately).
4. Skip 2nd attribute quest and the (letter from son quest) till after you get to level 20.
5. Go to the mainland and do all are quests you can find and use scrolls and stay away from Afflicted as much as possible go after the human gangs
6. If you have nightfall go to nightfall and do the story path from there on to reach level 20. It is easier (Wish I had it at the time would have saved me a lot of time)

This is bad advice. Allow me to explain why:
  1. Assassins who tank deserve to die. Can they tank with the right skills? Yes. But those skills take up the majority of their skill bar and therefore, you may as well be playing a 55 Monk and not an Assassin. If you are tanking as an Assassin, you aren't killing anything as an Assassin, meaning you are putting yourself in even more danger.
  2. Healing Breeze is horrible. If you want anti-spike, get a Monk with Protective Spirit and Reversal of Fortune. There is no excuse for using Healing Breeze on an Assassin for any reason, especially not as spike protection. A few lousy pips of health regeneration will not save you from a spike, and if you are getting enough regen to make any sort of difference out of it, you are left with much less firepower, which means you will be fighting longer, in danger longer, and using more energy that quite frankly, you do not have any room to waste.

On-Topic:

For fast experience gain, Cantha is most definitely the place to be. For safe experience gain, Elona is probably a better bet. So take your pick, and hope you survive.

1st off good luck. Do not go to hard areas if you are noticing lag. I made it to survivor title and got killed right after by lag an a little poison. Man was I mad. After you finish Mission one you end up in Ran Musu Garden. The Lost treasure quest is obtained from Raitahn Nem in Ran Musu Gardens

Below has Spoilers

Start at Ran Musu Gardens and Meet Raitahn right outside (A on map). Follow him through the Minister Cho's Estate area. The monsters are similar to those found in the mission. Stay close to Raitahn because if your party separately aggro enemies he will not come back to help you. If you lose touch with him he sometimes stalls and will not complete the mission and you cannot finish it without him. When he reaches a cave (B), he will find the treasure and you have completed the mission.
This quest is much like "The walkthrough for runners", having a level 20 character run you through a mission. A very easy 15 Attribute Points.

Fastest leveling up is Factions, without a doubt. However, having heroes comes in very handy for gaining Survivor title. What I did was I created a new character in Nightfall and followed the storyline until I could gain access to Factions. I then powered leveled once getting to Cantha. I reached level 20 with Survivor Title in 14 hours of game play (plus, made some easy money by finishing Cantha quests) .

Wrong, you can skip it. Log out when it starts, when you log back in you're at the part after the PvP battle with henchies.

The fastest way I've found to level 20 is in Factions.

Do all secondary professions but ele and necro (do the first part but not the 2nd parts out in Panjiang Peninsula) as there is a ton of damage on these parts - you can actually do the necro one if you let Su tank and fight and never get into the agro zone. You'll need a mesmer skill to complete the mesmer one, but it can be gotten by the quest giver - careful doing the 2nd part of the meser secondary, but if you time it you can avoid most confilct.

You can get to level 9 or 10 just doing all the secondary quests in only a few hours.

Buy armor at each town on the island that offers it on the island (it is very inexpensive) and do the Lost Treasure quest as mentioned above.

A few quests to skip on the island: Quimang's Last Stand (and perhaps the Seige), and The Captured Son as both are tough to do and survive. I'd recommend skipping Sentimental Treasure as the rit boss does nastly spike damage.

It is easy to get to level 15+ on the island by doing quests.

Once you reach the mainland do not follow your primary quest but head north. If you stay in a route going almost directly north after crossing the bridge in Bukdek Byway (search for NPC Bryan) you can avoid any foes until you reach the square where the afflicted are. Do not engage them but hug the east side and slip up the stairs and then head NW into Kaineng Center.

In KC you can get max armor and many quests. Take but don't complete Drunken Master (keeps the afflicted out of the square) and Seek Out Brother Tosai (which turns many of the Am Fah friendly) which can be gotten completing The Search for a Cure which just has you kill 3 Jade just south of the Marketplace. Don't accept the quest Feed the Hungry. Also don't talk to Aiko in the Byway as suddenly those greeny guys are red and doing Dragon Stomp. Don't attempt to engage the Jade Brotherhood in the Byway on the east side.

Map back to the Market Place and explore Wajjun Bazaar - stay off the west docks and avoid Lian the ele boss, but the rest is easy to run around in as the Am Fah are friendly. There are multiple quests to get and complete simply running around the Bazaar - take a run skill if you have one.

That should get you to level 20 fairly easily and although not risk free, certainly with quite a bit less risk.
